The Bicol Regional Gender and Development Committee (RGADC), in its meeting held on October 3, 2022, approved the guidelines on the Certification of the Regional Pool of Gender and Development Resource Persons (RPGRP).

Creating the RPGRP is a strategy to respond to the increasing demand for technical assistance on gender and development (GAD) in the region.  It will assist the Philippine Commission on Women (PCW) in providing GAD-related capacity development interventions to all stakeholders, increase the limited number of PCW-certified GAD resource persons in the region, and facilitate networking and linkage between and among the resource persons.

Interested applicants will undergo three processes — application, shortlisting, and certification.  To be shortlisted and certified, an applicant must have: (a) a proven track record as GAD technical adviser or resource person; (b) the availability to respond to requests for technical assistance on GAD; (c) the availability to attend the leveling sessions and capacity development sessions for GAD resource pool members, and (d) sectoral expertise.

With this guidelines, the Bicol RGADC hopes to create an active pool of resource persons to assist LGUs and other institutions towards complete mainstreaming of GAD.
