SecComs conduct Fourth Quarter Meetings

   The Sectoral Committees – Infrastructure Development Committee (IDC), Economic Development Committee (EDC), Social Development Committee (SDC) and Development Administrative Committee (DAC) of the Regional Development Council 5 held its fourth quarter meetings on November 5-6 at NEDA Region 5, Arimbay, Legazpi City.

   The revalidated Regional Development Investment Plan (RDIP) 2016-2018 was recommended for RDC adoption. The RDIP translates the Regional Development Plan (RDP) goals, objectives and strategies into viable public sector programs, activities, and projects.

   The revisions on the selection guidelines of the private sector representatives was endorsed to the RDC for approval subject to the recommendations except for DAC that recommended further study of the proposal. The proposed major revisions include the composition of PSRs and the selection procedures.

   The IDC endorsed the Masbate City port road and bridge to the RDC for inclusion in the RDIP subject to the comments raised. The project involve the opening/ construction/concreting of 595 lm. Masbate City port road and 10 linear meter bridge that will provide access to the city’s integrated bus terminal, ports and market. The Committee also endorsed RDC IX Resolution No. 61, Series of 2015 requesting support from Bicol RDC to enjoin DPWH and DOE to fastrack the issuance of the implementing rules and regulations of Rule III, Section 10a paragraphs 1 and 2 of Department Circular 2013-07-0015. The resolution aims to address the issue which agency should shoulder the cost of relocating electrical posts affected by the road projects of DPWH.

   The EDC recommended Lahuy-Atulayan Islands and Partido Environs Tourism Master Plan (TMP) to the RDC for endorsement to the concerned regional line agencies for adoption, funding and implementation. The TMP covers the municipalities of Caramoan, Sagñay, Tigaon, San Jose, Lagonoy, Garchitorena, Presentacion, Tinambac, Siruma and Goa with a total of 299 barangays. It aims to harness the full potential for sustainable tourism development in the Partido area.

   The SDC endorsed the GREAT Women Project 2 to the RDC for support and approval to create a regional convergence group. The Project seeks to support the growth of women’s enterprises to enable them to contribute to inclusive growth. SDC also endorsed the construction of DEBESMSCAT Water Supply (P5 million) and projects (P49.43 million) of Partido State University for inclusion in the RDIP subject to the submission of board resolution approving the projects before the 4th quarter meeting of the RDC full council. In the absence of a board resolution, the voting of the regents may be done through a referendum. The construction of medical arts building (P14.6 million) at Catanduanes Eastern Bicol Medical Center was also endorsed for inclusion in the RDIP subject to the submission of the Sangguniang Panlalawigan endorsement and the DOH Region 5’s concurrence to include them in the annual budget proposal. SDC also endorsed the integration of Responsible Parenthood-Family Planning in the various programs, projects and activities of the regional line agencies.

   The DAC endorsed the construction of a four-cell, two-storey concrete building complex for the district jail in San Andres, Catanduanes to the RDC for approval to be included in the RDIP. The 10 million project aims to strengthen the management of peace and order in terms of manpower, institutions development and equipment.
