RLUC Approves Bicol RPFP Updating Guidelines

The Regional Land Use Committee (RLUC) approved the guidelines for the updating of the Bicol Regional Physical Framework Plan (RPFP) 2000-2030 during its first semester meeting last May 18, 2017 at NEDA Region 5, Legazpi City.  The meeting was presided by NEDA Regional Director and RLUC Chairperson Ms. Agnes M. Espinas.

The updating shall mainstream the disaster risk reduction and climate change adaptation (DRR/CCA) concepts in the various parts of the physical plan taking into consideration significant changes that happened since 2000. These changes include the updated census of population and housing; changes in urban functions in cities and municipalities; changes in land uses and land area based on the cadastral surveys recently completed by the DENR Region 5, and the areas added to Camarines Norte from Quezon province; changes in road and other infrastructure facilities; the DRR/CCA-enhanced provincial development and physical framework plans of the six provinces, and the declared disaster risk areas, particularly those affected by the change in the course of lava flows, during the last Mayon Volcano eruptions.

The RPFP updating process shall involve a series of capability building activities, planning and consultation workshops.  It will be undertaken in close coordination with the provincial planning offices as they are currently updating their PDPFPs. The updated RPFP 2017-2030 is targeted for completion in June next year.
