The Regional Project Monitoring Committee (RPMC), chaired by NEDA Director Agnes Espinas, held its first quarter meeting on January 27 (Wednesday) at NEDA Region 5 in Legazpi City. The committee approved the CY 2016 RPMC Work Program, the first semester CY 2016 Field Monitoring Plan, and the field inspection reports conducted in the fourth quarter of 2015.
Major activities in the work program include the conduct of a mid-term evaluation of the Pantawid Pamilyang Pilipino Project, an impact evaluation of the Catanduanes Circumferential Road Project (Phase 1), and a post evaluation of a completed project. Other activities include field inspection visits, project facilitation sessions, search for outstanding local project monitoring committees (LPMCs), training on geotagging, preparation of quarterly RPMC reports, and conduct of quarterly meetings.
Major projects to be monitored in the first semester include the Bicol International Airport, Philippine National Railways tracks, Road Upgrading and Preservation Project, Bicol River Basin and Watershed Management Project, Philippine Rural Development Program, Agrarian Reform Communities Project 2, Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community-Driven Development Project (KALAHI CIDSS-NCDDP), Health Sector Reform Project, Payapa at Masaganang Pamayanan (PAMANA) projects, and the Roadmap to Address the Impact of El Nino.
Projects that were inspected in the fourth quarter of 2015 include the Ibingan Small River Irrigation Project in Prieto Diaz, Sorsogon of the National Irrigation Administration, the modernization project of the Bicol Medical Center, the College of Agriculture and Natural Resource Building of the Central Bicol State University of Agriculture, and the Buluang-San Isidro-Sta. Teresita-Agdangan Service Road under the Agrarian Reform Community Project 2 of the Department of Agrarian Reform. Field inspection reports containing recommendations of the Regional Project Monitoring Team will be endorsed to the concerned agencies for appropriate action.
The LPMCs of the cities of Legazpi, Iriga, and Masbate and the provinces of Albay, Camarines Norte, and Sorsogon presented monitoring reports of projects under their jurisdiction.
