The Regional Development Council (RDC) 5 held its second quarter full council meeting last June 06 (Friday). The meeting was presided by RDC Chairman, Gov. Joey Sarte Salceda.
The RDC 5 endorsed the Joint Migration and Development Initiative Phase 2, Integrated Family Planning/Maternal, Neonatal and Child Health and Nutrition Projects, Basic Education Madrasah Program for inclusion in the proposed FY 2015 budget of DepEd Region 5, FY 2015 budget of LTO Region 5, Senate Bill 2167, National Investment Programming System, and the request of the Province of Catanduanes to be covered by the PAMANA Program.
The RDC 5 approved the concreting of the NAVFORSOL-PPA-COMELEC road for inclusion in the regional development investment program, Bicol Strategic Regional Development Agenda, and the Albay Masbate Sorsogon Area Development Plan (ADP) 2015-2020. The ALMASOR ADP will be revised to include other projects requested by local government units to support tourism.
The RDC 5 directed the conduct of a problem solving session on the Grassroots Participatory Budgeting Process (GPBP) to study the proposed recommendations on the issues in GPBP implementation. Also, RDC 5 instructed the Development Administrative Committee to study and propose solutions on the issue of road widening versus cutting of trees.
The RDC 5 confirmed the Bicol representative of the National Anti-Poverty Commission–Indigenous Peoples Sectoral Council (NAPC-IPSC) as special non-voting member of the RDC.
The RDC 5 passed a resolution requesting Philippine National Railways to operationalize the Naga-Legazpi Commuter Train Service.
Plaques of recognition were awarded to the local project monitoring committees (LPMCs) of Sorsogon and Legazpi for best performance in CY 2013 in project monitoring. The revised guidelines on the CY 2014 search for outstanding LPMCs was also approved.
