The Regional Development Council 5 identified the preparation of comprehensive land use plans (CLUPs) as priority sectoral concern under the development administration sector. To hasten the completion of CLUPs by all cities and municipalities in the region, the RDC tapped the Philippine Association of State Universities and Colleges to spearhead the training of trainers (TOT) on CLUP preparation.
The trainers’ training aims to develop among the participants a common understanding of the principles, practices, and processes of risk-sensitive CLUP preparation to enable them to assist local government units (LGUs) in mainstreaming disaster risk reduction and climate change adaptation in local land use planning.
The TOT consists of four modules that will run for 40 days. The first module was held on February 4 to 7 at Casa Basilisa, Guinobatan, Albay. There were a total of 32 participants from seven state universities and colleges (SUCs) and three LGUs. NEDA Regional Office 5 Officer-in-Charge Luis Banua and Acting Assistant Regional Director Edna Cynthia Berces discussed the hierarchy of plans and goal and objective setting, respectively.
