NEDA Region 5 conducts provincial consultations on the Bicol RDP 2017-2022

   NEDA Region 5 conducted simultaneous consultations in the six provinces of Bicol Region on the Regional Development Plan (RDP) 2017-2022 on January 10. The consultations elicited inputs from provincial development stakeholders on the priority strategies, policies, programs, and projects in the RDP. This is to ensure that local aspirations are considered in the finalization of the RDP, thus promoting ownership and support of the provincial and local governments in attaining the plan objectives.

   Participants to the consultation included municipal mayors, provincial officials, sanggunian bayan members, municipal planners, and representatives from the business, civil society organizations, academe, and regional line agencies.  In Albay, Governor and RDC 5 Chairperson Al Francis Bichara led the provincial participants in providing inputs to the Bicol RDP. In Camarines Sur, 2nd District Representative Luis Raymund Villafuerte enjoined local officials and provincial development stakeholders to participate actively in the consultation.

   Prior to the presentation of the draft RDP, a video on the Ambisyon Natin 2040 was shown. During the open forum, local and inter-provincial concerns were raised, such as flooding and watershed management, solid waste disposal and management, high incidence of poverty among farmers, poor access to tourism sites, lack of farm-to-market roads, lack of facilities for technical-vocational education, high cost of health care for patients and families, and the absence of budget for birth control commodities, among others.

   The inputs gathered from the provincial consultations will be integrated into the draft RDP to be presented to the RDC sectoral committees in February and to the RDC full council in March for approval.
