The Bicol Regional Gender and Development Committee (RGADC), a committee under the Regional Development Council (RDC), was reorganized in August. NEDA Director Agnes Espinas was elected chairperson and Ms. Evelyn Ragos, President of the Women for Progress Movement – Bicol, Inc., was elected co chairperson. The Bicol RDC, during its regular full council meeting last September 9, approved its composition, namely: (a) chairpersons of RDC sectoral committee chairpersons; (b) regional directors of NEDA, DBM, DILG, COA, PSA, and CHR; (c) representatives from local government units (six provinces and Naga City); and (d) six representatives from civil society organizations representing the women sector.
The reorganized RGADC conducted a GAD leveling session last September 6 to 8 for members of the GAD focal point systems of regional line agencies and provincial government units. The leveling session aimed to enhance the understanding and appreciation of GAD concepts, GAD policies and mandates, gender analysis, and use of GAD tools. A total of 12 males and 47 females representing the GAD focal point systems of 22 agencies and three provinces attended the activity.
Resource persons from the Philippine Commission on Women (PCW) and the GAD resource pool based in the region shared their expertise on the topics discussed. Generally for the participants, the topics on gender analysis, harmonized GAD guidelines (HGDG), and preparation of GAD plan and budget deserve more in-depth sessions for better internalization and application. It was agreed, therefore, that RGADC will organize a deepening session to include workshops on gender analysis, use of the HGDG, and preparation of the GAD plan and budget. The deepening session will be one of the activities in the workplan under a partnership agreement between the Bicol RDC and the PCW on localizing the GAD resource program.
