NEDA Bicol presents results of post-evaluation study to project stakeholders




In the interest of providing feedback to project stakeholders, the NEDA Region 5 presented the results of a post-evaluation study it conducted on a completed subproject under the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services-National Community-Driven Development Program (KC-NCDDP). The presentation was held during the exit conference last March 15 in Irosin, Sorsogon, which was attended by the focal persons of DSWD as implementing agency, officials of barangay Patag and the municipality of Irosin, community volunteers, and barangay residents as project beneficiaries.

The study was spearheaded by NEDA Region 5 as secretariat of the Regional Project Monitoring Committee (RPMC). Among others, the study found that the KC-NCDDP was effective in (a) empowering the barangay residents, especially the women, to take a more active role in the development of the community and (b) improving the responsiveness of local government officials to the most pressing needs of the community. Some recommendations of the study include the formulation of a comprehensive operation and maintenance (O&M) plan, organization of barangay waterworks and sanitation association (BAWASA), regular water quality testing, and mainstreaming the community driven development (CDD) approach, not just at the barangay level but also at the municipal level.

The DSWD and local government officials expressed appreciation to the RPMC and supported the recommendations of the study. Mr. Noel Mercado, the Municipal Planning and Development Coordinator, confirmed the positive impact of the KC-NCDDP and supported the policy recommendation to mainstream the CDD approach at the municipal level.

Through the identification and implementation of the water supply system subproject, the barangay residents and officials provided insights and lessons to improve efficiency of the project and ensure its sustainability and long-term impact. The barangay development council, together with the O&M group of the community volunteers, are set to formally organize the BAWASA with the assistance of the DSWD KC-NCDDP focal persons.
