NEDA Bicol discusses results-based M&E and gender responsiveness of projects during Legazpi City PMC training




NEDA Region 5, as the secretariat of the Bicol Regional Project Monitoring Committee, provided resource persons to the Training Program on Results-based Monitoring and Evaluation (RbME) Integrating Gender Responsiveness on March 7 and 8, 2019 at the Carmen Hotel in Naga City. The activity was organized by the Legazpi City Project Monitoring Committee (PMC) to enhance the awareness, understanding, and appreciation of its members on RbME, the Regional Project Monitoring and Evaluation System (RPMES), and monitoring the gender responsiveness of projects.

Resource persons from the Project Monitoring and Evaluation Division of the NEDA Region 5 discussed the mandate and functions of the local PMC, the institutional framework and mechanisms on reporting, referrals, and providing feedback on monitored projects, the results chain, key steps in RbME, basic gender and development (GAD) concepts, and assessing the gender responsiveness of projects. Impressions from the participants affirmed that the topics were relevant to their functions as local PMC members and the training objectives were achieved.

The training also served as a venue to share experiences on M&E activities at the regional and local levels. The Legazpi City PMC, chaired by Engr. Renato A. Valladolid who is Taysan barangay captain, plans to reactivate the barangay PMCs that were initially organized in 2015. Such plan arose from the discussions during the training that highlighted the important role of the barangays in facilitating implementation and ensuring timely completion of projects.
