NEDA Bicol capacitates provinces on Results-based M&E

The NEDA Region 5, as the secretariat of the Bicol Regional Project Monitoring Committee, provided resource persons to the Capacity Building on Results-based Monitoring and Evaluation (RbME) on September 3 to 5, 2019 at the St. Ellis Hotel, Legazpi City. The training was organized by the Department of the Interior and Local Government (DILG) Region 5, to enhance the skills on monitoring and evaluation of the Local Road Management Teams (LRMTs) of the provinces of Albay, Camarines Norte, Camarines Sur, Catanduanes, and Sorsogon under the Conditional Matching Grant to Provinces (CMGP).

The CMGP is a partnership governance and institutional program between the DILG and Department of Budget and Management to partly address the poor state of provincial roads in the country and to improve the capacity of provinces in local road management by incorporating reforms in public financial management (PFM).

Resource persons from the Project Monitoring and Evaluation Division of the NEDA Region 5 discussed basic concepts on RbME, the Regional Project Monitoring and Evaluation System (RPMES) guidelines and report templates, integrating gender and development and disaster risk reduction in RbME processes, and sustaining the RbME system. Workshops on preparing the results chain or theory of change, and accomplishing RPMES forms were conducted.


Ms. Jasmin C. Zantua of NEDA Region 5 discusses the basic concepts on results-based monitoring and evaluation during the first day of the training.

The training also served as a venue to share experiences on monitoring CMGP projects, and thresh out and resolve issues relative to their implementation. At the end of the training, each province prepared and presented action plans to adopt RbME and RPMES processes, reorganize provincial project monitoring committees (PMCs), and provide assistance to municipalities in organizing functional PMCs.
