The National Commission on Culture and the Arts (NCCA) in partnership with the Bicol Regional Committee on Culture and Values (RCCV), a special committee of the Bicol Regional Development Council, conducted an orientation and planning workshop on promoting Filipino culture and values with various local government unit (LGU) representatives on November 19 at the NEDA Region 5, Legazpi City.
The activity aimed to orient the planning and tourism officers of the cultural agenda under the present administration under Chapter 7 of the Philippine Development Plan (PDP) and acquaint them on the Bicol Regional Development Plan (RDP) 2017 to 2022. It also provided a venue in harmonizing the cultural development programs, activities and projects (PAPs) of the different LGUs to ensure that their PAPs will contribute to the sector outcomes of the PDP and RDP.
Topics discussed include Filipino Culture, Diversity and Values, NCCA mandate, cultural mapping and status in the region, Philippine Registry of Cultural Project or the Heritage Law, DILG Memorandum of Understanding on the Creation of Local Culture and Arts Council, and the Bicol Regional Development Plan with emphasis on Chapter 7.
Speakers were Mr. Arvin Villalon, Cultural Educator and Professor of the University of the Philippines in Baguio; Mr. Stephen Pamorada, and Mr. Edison Molanida of NCCA, and Ms. Ma. Theresa B. Añonuevo of NEDA Region 5.

During the workshop, participants were able to identify programs and projects that are aligned with the strategies and outcomes of Chapter 7. Also identified are areas of collaboration between NCCA and LGUs to attain the targets of the Bicol RDP.

The activity was the highlight in the observance of the Filipino Values Month which kicked-off last November 7 with a motorcade around Legazpi City winding up at the University of Sto Tomas-Legazpi for short program.
