Aiming to develop a migrant-centered crisis/contingency plan which will cover phases on crisis preparedness, emergency response, and post-crisis action, the Committee on Migration and Development spearheaded the conduct of a three-day training on strengthening capacities of Bicol local authorities and stakeholders on crisis response towards migrants on March 4 to 6, 2019 at the RDC Hall, NEDA Region 5, Legazpi City.

The training, in partnership with the cities of Legazpi, Naga, Sorsogon, and Tabaco, was attended by representatives from the local government units (LGUs), migrant organizations, and regional line agencies. Resource persons were from the Commission of Filipinos Overseas, University of the Philippines CIFAL Philippines, Department of Foreign Affairs and Overseas Workers Welfare Administration.

Mayor Noel Rosal of Legazpi City said that “You cannot disregard migrants because they are part of development.” He also emphasized the importance of crisis preparedness and response involving migrants. As an output of the activity, the LGUs prepared and presented their respective Disaster Risk Reduction Management (DRRM) plans on the third day of the workshop. Mr. Yco M. Tan, CMD Co-chairperson, suggested that the LGUs provide copies of the DRRM plans to the Overseas Filipino Workers.
