Bicolano local chief executives and other elected officials gathered on August 20, 2019 at the Legazpi City Convention Center for the orientation on the localization of Executive Order (EO) No. 70 which institutionalizes the whole of nation approach by addressing the root causes of conflict and insurgency.
In his message, Usec. Vicente M. Agdamag of the National Security Council reiterated the directive to all government instrumentalities to adopt the National Security Strategy in the formulation and implementation of plans and programs particularly those with implications on national security.

Land tenure and land reform, crop harvest sharing, prices of farm inputs and outputs, low farmworker wages, mining, ancestral domain, and usury are among the identified concerns in the geographically isolated and disadvantaged areas in the region. To address this, local government units were encouraged to take an active role in the implementation of EO 70 by creating city/municipal/barangay level task force and participating in the implementation of Retooled Community Support Program, an inter-cluster effort at the community level which aims to address issues through the convergence of stakeholders, empowerment of barangay-based organizations, the participation of the populace in development planning, the establishment of people’s organization and citizen’s movement, and isolation of communist terrorist groups from its mass base.
The orientation is among the first of many interventions of the Bicol Regional Task Force to End Local Communist Armed Conflict (RTF ELCAC) in the region towards the attainment of just and lasting peace. Other activities of the RTF include the assessment and validation of the needs and issues at the community level, and the strategic and action planning.
