The Regional Gender and Development Committee (RGADC) of the Bicol Regional Development Council (RDC), in partnership with the Philippine Commission on Women (PCW), conducted a gender and development (GAD) deepening session on the use of gender analysis tools last October 24 to 26 at Patio de San Jose, Malilipot, Albay. There were 25 participants from regional line agencies (RLAs) and local government units (LGUs), most of which are members of the RGADC.
The deepening session aimed to enhance the understanding and skills of the participants in assessing the extent of their gender mainstreaming efforts in line with the provisions of the Magna Carta of Women. The module was customized by the PCW for the Bicol RGADC, based on the outputs generated after the two GAD leveling sessions that were conducted in 2016 and early this year. The participants were required to bring the accomplished checklists using the Gender Mainstreaming Evaluation Framework (GMEF) and the Harmonized GAD Guidelines, together with the required supporting documents, which were presented for review during the deepening session.
The session topics include: (a) review of basic concepts of GAD and its link to development; (b) gender analysis; (c) GMEF descriptors and possible means of verification; (d) Harmonized GAD Guidelines; and (e) GAD plan and budget. At the end of the three-day session, the participants were able to integrate the results of the GMEF and HGDG to the agency GAD plan and budget and to the LGU’s GAD agenda. Moreover, they were able to revise project designs based on the HGDG assessment results.
The Bicol RGADC seeks to further deepen the knowledge of the regional line agencies and local government units by providing them appropriate technical assistance and training to build their competencies on GAD and ensure that gender mainstreaming efforts at the regional and local levels are sustained. In line with this, a proposed three-year partnership between the Bicol RDC and the PCW on the implementation of the local GAD resource program is currently being worked out. The partnership will include capacity building activities and building of a regional GAD resource pool.
