The Bicol Regional Disaster Risk Reduction and Management (DRRM) Council approved and endorsed the Rehabilitation and Recovery Plan (RRP) for Typhoon (TY) Nina to the National DRRM Council for funding during its third quarter full council meeting on September 7 at Hotel St. Ellis, Legazpi City. The total funding requirement for the RRP is PhP34.8 billion.
Edna Cynthia Berces, NEDA assistant regional director, presented the TY Nina RRP which was prepared by the Committee on Rehabilitation and Recovery chaired by NEDA Region 5 through a series of meetings, and consultation workshops. The plan consists of three chapters covering (a) pre-disaster regional profile, (b) results of the post disaster needs assessment, and (c) the road towards disaster recovery of the three severely affected provinces (Albay, Camarines Sur and Catanduanes). Chapter three of the RRP highlights the rehabilitation and recovery framework anchored on the Philippine DRRM framework, and the priority programs, activities and projects from short to long term. The building back better serves as an overarching principle of the TY RRP which is geared towards rebuilding the lives of the affected populace into an improved and more resilient state leading to sustainable development.
