The Bicol Regional Development Council (RDC), the highest policy-making body in the region,has nominated the local chief executives (LCEs) and private sector representatives (PSRs) from whom the President of the Philippines shall select and appoint the RDC Chairperson and Co-Chairperson. This is pursuant to Executive Order No. 325, s. 1996 providing for the reorganization of the RDCs. In the event that the President appoints a Chairperson from the government sector, the Co-Chairperson shall be selected from the private sector, and vice-versa.
For the 2019 to 2022 term, the following nominees for the leadership of the Bicol RDC have been selected by the members:
Government Sector: Mayor NOEL E. ROSAL, Legazpi City
Private Sector: Mr. NICOLAS BEDA A. PRIELA, JR., PSR-Business, Engr. BENIGNO R. ELEVADO, PSR Camarines Norte
The Bicol chief executives were united and expressed full support to Mayor Rosal whom they nominated for the government sector, thus arriving at a lone nominee.
The list of nominees, with the RDC endorsement, the personal data sheets of the nominees, and the clearances/certification for each nominee from the Ombudsman, Civil Service Commission, National Bureau of Investigation, and Sandiganbayan, as may be appropriate, shall be forwarded by the RDC Secretariat to the Socioeconomic Planning Secretary, who shall endorse the same to the President.
The appointed Chairperson and the Co-Chairperson, shall jointly head the RDC. The NEDA Regional Director serves as the ex-officio Vice Chairperson while the NEDA Assistant Regional Director acts as the ex-officio Secretary. These designations are all provided in the EO 325.
