Bicol RDC creates Committee on Migration and Development

The Bicol Regional Development Council (RDC), during its full council meeting held on December 12, 2014 at The Oriental Hotel in Legazpi City, approved the creation of the Committee on Migration and Development (CMD) as a special committee under the RDC.

The proposal stemmed from the Development Administration Committee and the Social Development Committee of the RDC to sustain and institutionalize the accomplishments and initiatives in mainstreaming migration and development (M&D) concerns at the regional level. One of the current initiatives in the region is the project under the Joint Migration and Development Initiative Phase II.

The CMD is tasked primarily to facilitate the provision of services to overseas Filipino Workers (OFWs) and their families and promote the complementation of interventions to address all concerns arising from migration and development, i.e., from pre-departure to reintegration. The CMD shall also provide assistance in the capacity building of local government units in mainstreaming migration and development (M&D) in local plans, conduct advocacy activities, and monitor the implementation of M&D programs and projects at the local level.

The CMD shall be composed of heads of regional line agencies (DFA, DILG, DOLE, NEDA, NRCO, OWWA, POEA, DOJ, DOH, NYC, and POPCOM); one representative from each province and city; and representatives from maritime schools, land-based and sea-based overseas Filipinos, and DOLE-registered peoples’ organizations.

NEDA Region 5 as the principal technical secretariat of the RDC shall call for an organizational meeting of the committee in January 2015. The said meeting will also be a venue for defining and refining the scope, structure, and composition of the committee and drafting its work program for CY 2015.
