Six Bicol provinces were consulted on priority programs, activities, and projects (PAPs) during the provincial consultations on updating the Regional Development Investment Program (RDIP) 2017-2022 on July 16 to 20, 2018, spearheaded by the Bicol Regional Development Council (RDC) in partnership with the provincial governments.
Provincial consultations on RDIP updating generally aims to improve the investment programming in the Bicol region that will lead to increased number of well-developed PAPs that supports the Philippine Development Plan and Regional Development Plan and to strengthen the vertical linkage between the national, regional and local plans and budgets.
As a guide in identifying the priority PAPs, the participants were oriented on the Comprehensive Investment Programming Guidelines (CIPG) which presents the requirements, criteria and processes of the Bicol RDC in investment programming. After the briefing, a workshop ensued to validate regional priorities and identify new projects. The outputs of the workshop are the priority PAPs in every province according to the RDP sector outcomes to be presented to the RDC sectoral committees and RDC full council for approval to serve as the basis for the FY 2020 budgeting exercise.
Governor Joseph C. Cua of Catanduanes, Governor Jonah Pimentel of Camarines Norte, Mayor Rowena R. Tuason of Masbate City, and Mayor Sally A. Lee of Sorsogon City expressed gratitude on the conduct of the consultations, stating their appreciation to the RDC for reaching out to the stakeholders at the local level to convey their needs.
Engr. Ramon B. Marcaida of Masbate Provincial Planning and Development Office, together with other provincial, municipal and city planners, shared the same hope in the fulfillment of the aspirations for their people despite some setbacks in development planning and various challenges they encounter.
A total of 467 participants consisting of local chief executives, city/municipal planning and development coordinators, representatives from line agencies, provincial offices, GOCCs, SUCs, and private sector attended the provincial consultations.
