Bicol Committee on Migration and Development partners with the Center for Migrant Advocacy in Strengthening Migration Governance, Rights and Access to Justice, and Reintegration of Overseas Filipinos

The Bicol Committee on Migration and Development and the Center for Migrant Advocacy (CMA) conducted the Round Table Discussion on Migration Governance, Rights and Access to Justice, and Reintegration Program on March 16, 2018 at NEDA Region 5, Legazpi City. The dialogue is part of the project entitled, “Strengthening Capacities of Migrant Domestic Workers and Families” with support from AWO International, a German development organization. Heads of migrant organizations, Public Employment Service Office (PESO) managers, and representatives from local government units region wide attended the dialogue. The dialogue aimed to gather feedback and inputs to policy recommendations on migration and development.

The participants presented their experiences and best practices in mainstreaming migration and development concerns in local and regional planning, investment programming, budgeting, and monitoring and evaluation.

Ms. Anna Liz B. Bellen of NEDA Region 5 presented the AmBisyon Natin 2040, Philippine Development Plan 2017-2022 and the Bicol Regional Development 2017-2022 with emphasis on migration and development.

The dialogue enabled the participants to share their experiences and best practices including challenges and opportunities in migration and development. Some of the insights and issues that spawned during the dialogue were: (a) the need to establish migrant groups at the local level and develop a database of OFs and their families to improve access to programs and services offered by the government;  (b) the clamor to fully implement the PESO Act of 1999 as amended by Republic Act 10691 to ensure the prompt, timely and efficient delivery of employment service at the grassroots level; and (c) the need to sustain the accomplishments and initiatives on migration and development and expand social protection and reintegration programs for OFs and their families.
