The NEDA Region 5, since January 8 of this year, has been implementing the Values Restoration Program (VRP). Every Monday morning, right after the flag ceremony and before the start of the regular staff meeting, an employee leads the weekly value focus discussion. The values are organized according to patriotism, integrity, excellence, and spirituality.
The VRP aims to “transform the Filipino public servant and the government leadership to subscribe to the code of ethics and values that shall provide the country with righteous, incorruptible, and sincere service towards a graft-free society”. It is sanctioned by the Civil Service Commission (CSC) through Announcement No. 40, s. 2017 encouraging all government agencies to support the program and appoint at least two Values Restoration Officers (VROs) in each office.
The NEDA Region 5 VROs, together with other NEDA central and regional office VROs, attended the VRP training of trainers that was conducted by the Council for the Restoration of Filipino Values (CRFV) last December 12-15, 2017 in Baguio City. The CRFV is a non-government organization and a CSC-accredited learning and development institute that was appointed by the CSC to lead the implementation of the program and train VROs in different government agencies.
Following the training, the NEDA Region 5 management encouraged the active participation of each employee by leading at least one value focus discussion during the year. The NEDA Region 5 VROs conducted an orientation on the program to all employees, provided tips on effective delivery and discussion, and came up with a schedule of weekly value focus discussants until the end of the year. Through the implementation of the VRP, NEDA Region 5 promotes public service values of professionalism, excellence, and integrity towards ensuring a people-centered, clean, efficient, and effective governance.
