The Bicol Regional Research and Development Committee (RRDC), a special committee under the Bicol Regional Development Council (RDC), held its first organizational meeting on June 27 at NEDA Region 5, Legazpi City. The meeting aimed to agree on its final organizational structure and formulate a program of activities.
The RRDC was created by virtue of RDC Resolution No. 15, Series of 2017. It shall be the governing body on research and science and technology (S&T) services in the region to ensure that research outputs are converted into tangible tools that can be used by the community for commercialization and utilization. Its major function is to come up with a priority regional research agenda that will contribute to the attainment of the objectives of the Bicol Regional Development Plan 2017-2022 and the long-term vision of the Filipinos or the Ambisyon Natin 2040. The research agenda shall also be aligned with the priorities of the National S&T Plan.
As the lead agency in S&T, the regional director of the Department of Science and Technology Region 5 is the designated chairperson and secretariat of the RRDC. The regional director of the Department of Environment and Natural Resources is the elected vice chairperson by the members, namely: the regional directors of Department of Health, Commission on Higher Education, National Economic and Development Authority, Department of Education, Department of Trade and Industry; and the presidents of Bicol University, Camarines Sur Polytechnic Colleges, and Ateneo de Naga University. The directors of Bicol Consortium for Agriculture, Aquatic, and Natural Resources Research and Development; Bicol Consortium for Industry, Energy and Emerging Technology Research and Development; and Bicol Consortium for Health Research and Development are included as members of the RRDC.
The formulation of the regional research agenda and the conduct of a Research and Development Summit are scheduled in September and November, respectively.
