RDC and RDRRMC endorse the PDNA for TY Nina to the National DRRM Council

   The Bicol Regional Disaster Risk Reduction and Management Council (RDRRMC) approved the Post Disaster Needs Assessment (PDNA) Report for Typhoon (TY) Nina during its first quarter full council meeting on February 27.

The damage brought by typhoon (TY) Nina, as it traversed the provinces of Catanduanes and Camarines Sur of the Bicol region last December 25, 2016, prompted the National Disaster Risk Reduction and Management (DRRM) Council to issue a memorandum directing the Office of Civil Defense to conduct a PDNA.  The PDNA is a multi-sectoral and multi-disciplinary approach of assessing disaster impacts and prioritizing rehabilitation and recovery needs of affected communities.

   Approximately 220 personnel from different agencies nationwide were deployed last January in the provinces of Albay, Camarines Sur and Catanduanes to assess and validate the extent of damage and losses in the these provinces. A five-day writeshop was conducted after the month-long field validation to prepare the PDNA report.

   Based on the report, the total cost of damage brought by TY Nina in the three provinces amounted to PhP9.20 billion; losses were valued at PhP14.97 billion; while needs for rehabilitation and recovery was estimated at PhP37.62 billion. Among the four major sectors covered by the PDNA (social, infrastructure, productive, and cross-sectoral), the social sector, particularly the housing sub-sector, incurred the highest cost of damage, while the productive sector, particularly the agriculture and fisheries, recorded the highest value of losses. The social sector which covers housing, education and health, has the highest estimated needs for rehabilitation and recovery.

   During the first quarter full council meeting of the Regional Development Council (RDC) on March 3, the PDNA Report was adopted and endorsed to the National DRRM Council.  The PDNA will be the basis in the formulation of the rehabilitation and recovery plan for TY Nina that will be spearheaded by the National Economic and Development Authority Region 5 (who chairs the Committee on Rehabilitation and Recovery of the Bicol RDRRMC) in coordination with the member agencies and local government units of the Committee.  The RDC also awarded a Plaque of Appreciation to the outgoing OCD Regional Director Alejandro of the OCD for his active participation in the Bicol RDC.  Director Alejandro will be assigned to OCD Central Office starting March 6, 2017.
