The NEDA Region 5, in partnership with the League of Local Planning and Development Coordinators of the Philippines, Inc. (LLPDCPI) Bicol Chapter, conducted the Regional Convention of Bicol Planners on February 23 at NEDA Region 5, Legazpi City.
Dir. Agnes M. Espinas of the NEDA Region 5 welcomed a total of 57 planners headed by Engr. Joseph Esplana, the President of the LLPDCPI Bicol Chapter and the City Planning and Development Coordinator of Legazpi City. In his Opening Message, Engr. Esplana emphasized the importance of the partnership between NEDA and local planners because of the similarity of their mandates as secretariats of the Regional Development Councils and the local development councils, respectively. The gathering of the local planners was graced by the presence of the National President of the LLPDCPI, Mr. Roberto Dizon, the Municipal Planning and Development Coordinator of Gumaca, Quezon.
The convention served as a venue to discuss with the planners some important development such as the (a) conduct of the Cities and Municipalities Competitiveness Index survey for 2016, (b) Guidelines on the DRR/CCA-enhanced CLUP preparation to orient planners on how DRR and CCA aspects are mainstreamed in their comprehensive land use plans (CLUPs), (c) status of the Cadastral Surveys of the DENR Technical Services to provide planners with the updated base maps for the preparation or updating of their CLUPs; and (d) Comprehensive Investment Programming Guidelines of the RDC to inform planners how their projects in their Annual Investment Plans be integrated in the Regional Development Investment Plan for possible funding and budgeting by the national government.
A Business Meeting was also conducted by the members of the LLPDCPI Bicol Chapter with the National LLPDCPI President. In his message, Mr. Dizon articulated his desire to strengthen the regional leagues of planners in the country. He observed that only the officers of the leagues of planners are active while only few members attend the annual national conventions of the LLPDCPI.
The LLPDCPI Bicol Chapter passed three resolutions: (a) a resolution authorizing the President of the Bicol Chapter to enter into a memorandum of agreement with the NEDA Region 5 on possible areas of cooperation; (b) a resolution to give a certificate of appreciation to NEDA Region 5 for hosting the Regional Convention of Bicol Planners in 2016; and (c) a resolution requiring all provincial leagues of planners to reorganize in June.
